Large cities are, in many ways, fantastic places to live. They usually have the best schools, biggest companies and best hospitals. However, they are also crowded (拥挤的), as people from small towns choose to live in large cities for school or work.

Tokyo, the capital of Japan, is a big city with 13.93 million people. The Japanese government (政府) is thinking about paying people to leave the city. And it is planning to offer (提供) 3 million yen to people who decided to move and find a job elsewhere.

This is because the city is getting too crowded. According to NIIK, Tokyo and the areas around it have a total population (人口) of about 38 million. The number of people moving to the areas has been greater than the number of people who have left for the last 22 years. About one out of every three people in Japan lives in Tokyo.

This has put a lot of pressure on transportation (交通), hospitals and other public services of the city. What’s more, there has been a population drop (人口下降) in other parts of Japan. Young people in those places leave and never return. Villages and towns in the countryside are mainly made up of old people those days. Schools are closing and nobody will work on the farm.

For many years, Japan’s government has tried to move people away from the capital and help rebuild (重建) the countryside. Some local governments have used tax cuts (减税) to encourage (鼓励) companies to come back. But it doesn’t work well. Top schools and companies are all in Tokyo, so leaving the capital seems to be a bad decision (决定) for most people.

Do you know doughnuts (甜甜圈)? Doughnuts are round pieces of deep-fried dough (油炸面团), usually topped with powdered (粉状的) sugar, chocolate or other sweets.
